The 2004 Chevy Impala headlight relay can be found in the fuse panel that is located under the hood of the vehicle near the battery compartment. This is the main power distribution panel for Your entire car and since the headlight is near the engine this is where they put that relay. If You inspect this relay and replace it and Your headlights still do not work then You will want to check the wiring and the bulbs. Loose wiring can cause Your headlights to flicker on and off while You are driving. If the lights just never turn on then the bulb has probably burnt out and will need to be replaced with a fresh one.

The headlight relay IS NOT under the hood it is behind the drivers side fuse panel in the dash

The headlight relay is located on the back side of the fuse panel on the side of the dashboard....You have to remove the panel under the steering wheel to get to it
