The gist of the instrument cluster recall on certain 2003 to 2006 General Motors vehicles (including the Chevrolet Silverado) is that there was an unusually high number of speedometer failures, often at low mileage. This recall was actually the direct result of A-Classction litigation against GM, that was settled in November 2008 in the US District Court in Seattle. Vehicles that were newer than 7 years old had their instrument clusters replaced free of charge (for parts -- labor was extra). As the affected model years are 2003 througH2006, You'll be paying for both parts and labor after any date in 2010. As of the time of this writing (2021), You're over a decade too late to reap any of the benefits.
