To find the 2000 Dodge Dakota's horn relay, You'll need to first look to the driver's side of the cabin (passenger's compartment). Open the driver's side door, and gain access to the fuse and relay panel by removing the removable trim piece that's visible at the corner of the dash. Once inside, You'll see a number of different fuses, and two single relays. The relay that runs the horn will be the top one, slightly smaller than the one below it. I should note that it also runs the headlamp flashers, the AC compressor clutch, and the central timer module; if it has failed, You'll see many different symptoms manifest. Still, it's a relatively easy component to test and swap, so it's a good first point of diagnosis before moving onto the horn itself, if needed.
