The starter relay in a 2004 Toyota Corolla can be found in the main fuse panel that is located under the hood in the engine compartment. If Your vehicle will not turn on the first thing that You should try to do is jump start it using either a jump box or another vehicle. If that does not start it then there could be a starter problem. If You do not even hear Your starter clicking or grinding then that could mean there is a relay problem. I suggest replacing the relay with a new one and then see if it starts. If it does not then there could also be fuel delivery problems or ECU problems and I recommend letting a mechanic take a look at those.

The starter relay in a 2004 toyota corolla is on top of the vehicle's fuse box, which is under the dash near the steering column.
The starter relay in a 2004 Toyota Corolla can be found in the secondary fuse panel (not the main panel) that is located under dash left of the steering column. For light and to see it (partially) you remove the coin change door by pulling up on the door until it clicks free of the hinge then set it aside. You then have to reach up under the dash behind the door to pull the relay out. Use your phone to photo the exact location. Not easy.
