The fuel filter on a 2006 Nissan Xterra is located inside the fuel pump, which is inside the gas tank. The filter is not a serviceable component on its own, and the entire fuel sending unit would need to be replaced if it were to become damaged or clogged. In order to get to the fuel pump, the gas tank needs to be lowered, because the access to it is on top of the tank. It's easier to lower the tank what is closer to empty to reduce weight. There are special jacks what will cradle the tank hold it securely, but it is possible to use a regular jack with a board that can span the tank. Put the weight of the tank on the jack before removing the straps.
