If Your 2007 Dodge Caliber's horn isn't working, it's wise to first to take a look at the horn relay. You'll find it in the TIPM, which is under the hood and behind the bumper on the driver's side of the vehicle. If this is Your issue, You'll save some significant money and a bit of work over locating and replacing the horn itself. The horn is also located behind the right side of the bumper fascia, but getting to it is a little more difficult. It's recommended that You go in through the front driver's side wheel well if possible, as it's more easily accessible from the bottom. Here, You can perform any diagnostic tests (such as those with a multiMeter) or the replacement, if necessary.
