The horn fuse on the 2008 Dodge Avenger is going to be located in the fuse panel in the engine compartment under Your car's hood. Pop that open, and look at the driver's side, almost to the chassis, and You'll see a long black plastic cover. That's the top of Your fuse box. Go ahead and open that up, and You'll see the individual fuses inside. On this vehicle the correct fuse is typically going to be #10, and will be a 20 amp yellow colored one. You can pull it out with Your fingernails if they're long, otherwise You'll want to use a pair of fuse pullers, or pliers in a pinch.

Per the owner's manual, there is no horn fuse in the fuse panel. Not sure where it actually is. I thought there would be an interior fuse panel, but after removing the panel under the steering wheel and finding nothing(even looking back behind the pedals and to the sides), it is unclear IF there is even a horn fuse.
