The headlights in Your 2008 Hyundai Elantra use a separate bulb for the high beams and the low beams. The high beam bulb is a size H1 and the low beam is a H11. When a bulb goes out on Your vehicle it is important to change it as soon as possible not only for the safety reason but also because in some states You can be ticketed for driving with only one headlight. When You do change out the bulb it is a good idea to just change both at the same time even if only one has gone bad since odds are the other will be failing soon. Another thing to make sure of is to not touch the glass of the bulb with Your bare hands since the oil from Your skin can cause the glass to break when it heats up from being used.

H11B. The low beam on a 2008 Elantra is most definitely NOT H11.
