The 2009 Nissan Rouge does not have any power steering fluid in the vehicle because it has electronic power steering. This is a newer type of power steering system that has been found to be more reliable than the hydraulic version that was used in the past. With hydraulic power steering there are more failure points than electronic power steering. This is because fluid had to move through a series of tubes from a pump all the way up to the steering rack. With electronic power steering all that You have is a small electronic motor that is designed to assist You when You turn the wheel. If it is not working You should check the fuses to it to make sure that they are in tact.
