There actually is no relay or fuse for the operation of the horn in a 2010 Chrysler Sebring. The horn switch in the steering wheel communicates with the speed control switch, which communicates with the steering control module that in turn communicates with the TIPM along a data line. The TIPM is what controls the power going to the horn. There are two horns on the Sebring both are behind the front bumper, one on the left corner and one on the right. If You're having issues with the horn You'll need a diagnostic tool plugged into the OBD-II port and from there You can tell the TIPM to fire the horn. If they don't work You might have a problem with the TIPM or wiring going to the horns.
