The fuel filter on the 2010 Subaru Forester is located inside the gas tank itself, and is not considered to be a user serviceable part. If You're terribly keen on trying to swap it out anyway, You can access it by removing Your spare tire and then floor panels, and You'll find the fuel pump access hatch. Again, though, this is very much not a recommended procedure for a backyard mechanic. Note that most fuel pumps on a Subaru are going to last over 100k miles, so this isn't typically a part You should suspect as failing. If it does, though, You can expect to pay about $100 to $200 in parts and from $150 to $250 in labor to get it swapped out.
