The fuel filter in a 2011 Chevy HHR can be found in the back of the vehicle in the fuel tank. The fuel filter is designed to help remove debris and contaminants from the gasoline before it goes through the lines and up to the fuELRails and injectors. Usually when Your fuel filter gets clogged You will notice a decrease in fuel pressure at the engine. This can result in the engine being down on power, and that can result in the vehicle stalling while driving as well. I recommend checking the filter whenever You notice that there is low fuel pressure in Your vehicle. If You need to replace it then You will need to replace the entire sending unit.

The 2011 Chevy hhr fuel filter is located on the left hand side of the car (looking towards the rear), right in front of the rear wheel.

I know it says 2011. I have a Chilton manual and it says the fuel filter is in the tank. For those who are mechanically inclined, it's the sock. Yeah. They totally did away with the inline fuel filter. Mine is also a flex fuel version.
