The starter relay on a 2011 Dodge Avenger is located inside of the TIPM (totally integrated power module), or the engine compartment fuse box. If You have electrical skills it may be possible to take apart the TIPM and desolder the pins from the circuit board going to the relay, but most of the times it's just easier to replace the fuse box. The cost of a replacement TIPM ranges anywhere from just under $200 to almost $400. If You were to take it to a shop and have them do it for You the labor cost could add an additional $50 to $75 per hour. The TIPM is located on the passenger side of the engine compartment between the windshield washer reservoir and the shock tower.
