On the 2013 Chevrolet Malibu, You'll find the fuel filter at the top of the fuel tank, integrated as part of the fuel pump assembly. This is not considered a serviceable part, and it should be good for the lifetime of the fuel pump. However, GM does make it simple to access; instead of dropping the fuel tank, You'll have an access door under the Malibu's rear seats. If You're having an issue that You believe may be caused by a clogged fuel filter, it's more likely that Your fuel pump is failing or You have an issue with the fuel pressure sensor. As the fuel filter is designed to last a lifetime, You typically won't need to replace it.
