The horn fuse for a 2013 Dodge Avenger is located in the fuse panel that is below the steering wheel in the center of the driver's footwell. This fuse panel has a cover on it that will have a label for each fuse so You can know which one to check. If Your fuse is blown You should replace it with a new one. If You keep popping fuses then You will want to check Your vehicle's wiring for continuity. If there are any shorts in the lines those will cause the fuse to pop. If Your fuse is fine then that could mean that there is a problem with the actual horn assembly itself.

Bullshit I own a 13 avenger. My horn goes off when I'm parked driving. There is no fuse box under the steering wheel in the footwear area
