Your 2013 Honda Civic does not have a fuel filter. Honda did away with the replaceable filters a while back. It's now built into the fuel pump assembly. The fuel pump assembly has to be replaced entirely to replace the filter.

What happens when the fuel filter gets d***y, do I have to replace the whole dang fuel pump to replace a little fuel filter?

Exactly. It's located in the tank and you have to change the complete assembly module. I change it when the the check engine light was on and it showed low pressure in the scanner.
