The 2013 Honda Civic does not have a power steering reservoir because it has an electronic power steering system. Electric power steering does not use any fluid, so You do not have anything to check. In the past power steering was controlled using a power steering pump which would use hydraulic fluid to assiSTSteering at the steering box. Nowadays many vehicles use an electronic motor to help with power steering, like Your Civic. This means that the power steering system is much smaller, and much less prone to failure than a hydraulic system. If You do notice that steering has gotten heavy in Your Civic then You will want to inspect the power steering motor and make sure that the wiring and fuses to it are good.
