The purge valve on a 2014 Hyundai Elantra can be found above the rear of the muffler on the vehicle. This is near the fuel tank as well since it is designed to vent out fumes from Your fuel tank so that the pressures do not get too high in it. If Your purge valve fails You will usually get a check engine light on at Your dash and this will let You know that there is a problem. If it is stuck open then there will be a vacuum leak detected since it will be allowing a lot of vapors out. If it is stuck closed then You will likely notice the sensor has too high of pressures.

I just changed the purge valve for a 2013 elantra and it was under the hood right next to the battery

The purge valve is in the rear of the car by the muffler. The evap control solenoid is located under the hood by the intake manifold.
