The 2014 Volkswagen Passat's fuel filter is now in-tank as part of the fuel pump itself, and is no longer a serviceable part. That is, You can't just change the fuel filter, and even if You drop the tank and yank it, it's not meant to be exchanged separate from the fuel pump. The good news, is that for the most part, You shouldn't need to worry about it. Gas stations typically have fuel without the contaminants of yester-years, and by the time the filter does start getting clogged up, the fuel pump's going to be going anyway, so You'll just replace both of them then.
