On the BMW E46, You won't find a turn signal or hazard relay with the rest of the relays in the engine compartment fuse panel underneath the hood. Instead, it's integrated into the steering column, which makes great news for proximity to the indicator lever on the side of Your steering column. On the other hand, it makes for a terrible time changing it. Technically, this is not a "relay", in BMW's terms. It's referred to as a "flasher", but it provides the same functionality. They're relatively inexpensive to pick up, but be very careful if You feel like attempting a swap Yourself; You'll be working around several delicate and expensive components, and there's a good amount of teardown necessary. It might be best to leave this one to a professional.
