The BMW X3 does not have a starter relay, the starter is controlled with through the Integrated Supply Module (IVM). The module is located in the engine compartment up in the passenger side corner on the firewall. You have to remove the cabin air filter and housing in order get to it. The lid to the housing will pull off easily and then there's one clip holding the bottom half of the housing that needs to be released. Once the housing is out of the vehicle right below it will be a bunch of wires and some fuses. The IVM sits directly below the housing, inside a different box. Take the lid off this boxBy removing the two screws. The IVM is on the left side of the box just to the right of the two relays at the end. There is seven wiring harness is plugged into it, three on top and another four on the bottom.

If you are looking for relays for a BMW X3 2006, they are behind the glove compartment, not on the hood side. You have to remove the glove compartment and then remove a metal type housing. When that comes off you will see all the relays.
