The 2009 Chevrolet Cobalt's blend door actuator is indeed located on the passenger's side of the dash, but not particularly close to the floor, as another user notes. While You'll need to remove the dashboard to access it from below, it's actually near chest-height with where a passenger would be. The steps to get to it are rather unfortunate, given the rate at which they fail. The good news is that it's not secured by any bolts, so once You get a hand on it, You'll be able to remove it relatively easily. It's also an inexpensive part -- You can find replacements for as little as $40 or so. The bad news is that You'll need to essentially tear down the entire car to access it. Good luck!

The actuator on the passenger side NOT the blend door actuator. That is the inlet door actuator. Blend door actuator should be to the right of the gas pedal on the side of the center of the dash the mode door actuator should be here too
