The 2009 Chevy Silverado turn signal flasher is located inside the fuse panel that can be found under the center of the dash beneath the steering wheel. This is used to control the rate at which Your turn signals and hazard warning lights flash when You turn them on. If Your turn signals are not working You will want to check this first to make sure that it does not need to be replaced. If it is fine then You can check the fuses and bulbs to make sure they are in tact as well. If this part fails regularly then there may be a wiring issue to Your turn signals that is causing the system to short out.

RICK, the sound comes from the speakers... Its an actual sound effect... I determined this one time when the fuse to the stereo amp blew out and I did not get any blinker sound.
