The 2011 Chevy Silverado turn signal flasher can be found under the dash on the driver's side. It has wiring that leads to it from the turn signal as well as the hazard flasher. This is a component that has been known to fail in the past. If Your turn signals are not working this is one of the first things that You should check after You make sure that the fuse is not blown to them. The flasher has the job of making the lights turn on and off at a specified interval which is what makes the lights flash on and off when You engage the switch or the hazard lights.

I own a 2011 GMC Sierra 1500. After looking for a turn signal relay all day I put in all new bulbs. The right blinker was working fine the left blinker hyper flashed on the dash but the bulbs did nothing at all. This model pickup does not have a relay it Wes the number 3 fuse on the inside fuse panel 15 amp. I found was bad replaced it and all is well
