Yes, the 2000 Ford Mustang has a cabin air filter. The cabin air filter is located under the hood of the car, near the front of the vehicle. The filter will be a white square of filter paper, surrounded by an orange or red cover, and may or may not be really d***y. The filter is responsible for making sure pollen and dirt do not make it into the climate control system, which makes it so the vents do not spray dirt and grime at Your when You turn them on. The filter is something that You have to change out according to the maintenance schedule, though if You take the car in to be tuned up then they will take care of it. Filters are pretty cheap, around 50 to 70 dollars, and they simply pop in and out, so it is easy to fix them.

I have been seeing that there isn't a filter, but I have small pieces of filterlike material that has come out my air vents. So trying to figure out what that's from.

I concur with most of the responses I could find no mention of a cabin air filter in the manual. The 2000 does not have one.
