The 2008 Toyota Tundra's fuel pump control module is located underneath the car, near the truck's fuel pump assembly. To gain meaningful access, You'll need to jack the Tundra up and safely place it on jack stands, before proceeding underneath the vehicle. Always remember to take necessary safety precautions when dealing with both the electrical system and the fuel system; in this case, You'll be dealing with both. The control module can be quite expensive to replace (in the vicinity of $250 for parts), so You'll do well to test Your voltages before You determine it to be the cause of Your troubles. You can find tutorials for how to do so available on YouTube, as it's a relatively simple procedure with two people, a digital multimeter, and a small handful of tools.

It is usually located on the pcm but it could also be a stand alone module.
