On the Toyota Echo (and early model years of the Toyota Yaris), You should be able to see the started through the engine bay, in front of the engine. If You want to gain meaningful access, however, You'll need to jack up the vehicle and access it from the bottom. Before You get under Your car, make sure You have it secured on jack stands or a vehicle lift -- even though the Echo's tiny by auto standards, it'll still crush You. Also, be sure to disconnect the negative terminal from Your battery before being an electrical repair or replacement. Once You're all prepared, You'll need to remove a plastic shield to access the starter (You'll know which once, since You've already seen the location through Your engine bay). Then, it just comes down to removing and replacing, if that's Your endgame.

The starter on a toyota echo is mounted to the front of the engine and is between the engine and the radiator assembly.
