The fuel filter on a 2007 Mitsubishi Outlander is in the gas tank inside the fuel pump. The fuel pump is below the rear seat. You have to remove the rear seat from the vehicle and then pull up the carpeting to expose the inspection panel. Pry up the inspection panel, You might need to use a pry tool because there is some adhesive holding the panel down. Use a air compressor with a blower attachment on the end of the hose to blow any debris off of top of the fuel pump so nothing gets down into the tank. Disconnect the electrical connector and fuel line. You'll need to use a flat blade screwdriver to pry up on the retainer clip on top of the fuel line. Now remove the nuts holding the fuel pump on the tank and pull it up and out. You will have to disassemble the fuel pump in order to swap out the filters.

The 2007 mitsubishi outlander fuel filter is located on the left hand side of the car (looking towards the rear), right in front of the rear wheel.
