In order to locate the starter relay on a 2008 BMW 528i You'll have to look at the circuit diagram located under the tool kit cover that is bolted to the trunk lid. A relay can usually be "jumpered" to test the operation, at the very least You can listen for the relay to actuate. One of the most important “ and most forgotten components of any vehicle's ignition system is the starter relay. This electrical part is designed to redirect power from the battery to the starter solenoid, which then activates the starter to spin over the engine. The most obvious warning sign that a problem with the starter relay exists is when the vehicle won't start when You engage the ignition process.

Starter relay is in the trunk where your battery is. There should be a fuse box above battery. Look for a black cube. You can pull it out by hand. Don’t get mistaken buy the actual starter which IS indeed under the intake manifold.

I have pulled my starter relay out to test it and indeed it was the culprit for my no start issue...It is located in the trunk where you'll find your fuses, above the battery on the right side. Just as the previous comment stated. Not under the hood!
