On the 2008 Chrysler Sebring, You do not have a horn relay. It's integrated as part of the TIPM. Unfortunately, there's no easy way to isolate this. You'll first need to diagnose and confirm that the TIPM is indeed Your issue. If it is, then You'll need to do a total swap. On the other hand, it's possible that Your Sebring's horn itself is the defective part -- while this is a bit more difficult to get to, it's not entirely out of the question. You'll be able to find the horn at the front of the vehicle, inside the driver's side of the bumper fascia. It's best to access it through the front driver's side wheel well, where You'll gain the best access.
