The 2008 Dodge Avenger does not have a starter relay. The functionality is integrated into the TIPM module, which You'll find on the leftmoSTSide of the engine compartment. There is little You can do with this by way of isolated diagnosis. If the entire TIPM has gone bad, it's possible to swap the entire unit.
