The starter relay in a 2013 Honda Civic is in the engine compartment fuse box. The tools You will need to replace it are a 10-millimeter socket, ratchet and a Phillips head screwdriver. To start, You will have to lift the hood. Open the driver side door and pull the hood release lever located at the bottom of the kick panel. Now go to the front of the car and place Your hand between the top of the grill and bottom of the hood and activate the hood release latch. Now that the hood is open take the 10-millimeter socket and loosen the negative battery terminal and pull it off the battery and set it to the side. Now remove the fuse box cover which is on the driver side on the inside of the Fender. If You are standing at the side of the car, there are two narrow and long fuses. The one You want to remove is the one on the right. It is held down with two Phillips head screws, once they're out You can pull it straight up and out.
