The tire pressure monitoring system (TPMS) sensors of the Toyota RAV4 typically have a 10 year effective lifetime of their battery, but this can occasionally fail sooner. If You're seeing Your TPMS dash light blinking, it's very likely that You need to replace a battery in one or more of the sensors; it's also possible that the sensor itself has failed. Above all, You may want to check to ensure that none of Your tires are, indeed, flat. While this isn't a terribly difficult job, it does typically require specialty equipment. To that end, most drivers choose to find an automotive mechanic to perform the battery replacement for them. This can likely be done quite inexpensively, but I hesitate to give You a precise range because it varies with location. It's possible though that You'll spend as little as $20, including parts and labor.

Cold weather will make your tire light flash if it flash for a few blinks it is a low tire also check your spare (some are equipped with sensors as well) if blinks for 60ish secs you have a bad sensor

It's also possible there is some either some EM interference from a cheap 12v to USB adapter, proximity to powerlines or some other EM emitting device. Having large metal objects in the back of your vehicle can also cause interference with your TPMS system. It is possible to replace TPMS sensors on your own, but you're better off bringing it to a tire store or a mechanic to first to see which sensors are malfunctioning or dead before attempting any repairs. Start with unplugging any devices connected to your cigarette lighter ports. Remove anything that has a coil, motor or resembles a cage. Check all of your tires to ensure they're inflated properly. Drive to an area that is free of any overhead power or visable ground mounted transformers. If all this doesn't work, your local tire store or mechanic should have a tire sensor to to see which sensor is malfunctioning.

Your tires have low air pressure. Make sure your tires are at correct air pressure including the spare. There is a sensor on your spare also. On cold days during the winter your tires can loose some pressure.
